It's been a server issue for several years now - images can take 2-3 days to appear in game, sometimes longer. It's not just a 2k23 thing.
If you've tried to upload an image and you're seeing an error or the image doesn't show up, there's a couple of reasons why this might be happening.
In terms of images not showing in the library, simply disable the image hotlinking option and make sure that everyone has the right permissions
